ZOOM GUIDELINES
FOR THE DEPARTMENT AND CAMPS
Section 1: On 2 July 2020, Commander-in-Chief Edward J. Norris
issued General Order #31, and Section 5 of his Order states “General Order No.
22, Series 2019-2020, which allows all Departments and Camps to conduct
electronic based meetings or provide electronic participation, has an end date
of August 15, 2020. That end date has been extended until the new National
Officers have been duly elected and installed or a subsequent General Order
modifies that end date,” and neither of these events has transpired.
Section 2: The
Coronavirus Pandemic has created problems with the Department and our Camps
being able to meet safely, and this will probably continue well into next year.
The Department and some Camps have been meeting using the vendor Zoom, and at
my request, Department Signals Officer Jim Johnson conducted a study and
provided information to the Department with his recommendation that the
Department and Camps continue meeting using Zoom Pro.
On August 12, 2020, all seven of our elected Department Officers
met electronically to review Signals Officer Jim Johnson’s recommendations and
agreed to use Zoom Pro for future meetings and provide the ability to Camps to
also meet using Zoom Pro. Camps have been assessed $18 for the annual use of
the Department Zoom Pro account to pay for their share.
Section 3: All Camp By-laws provide that Camps are to
meet regularly, usually quarterly, and Camps have had concerns about meeting
during the current Pandemic. Use of Zoom Pro provides all Camps and the
Department a safe means to meet and comply with their By-laws with respect to
meetings.
Section 4: Camps can now start meeting using the
Department Zoom Pro account. Department Signals Officer Jim Johnson will manage
and coordinate the use of our Zoom Pro account within the Department of North
Carolina and shall be the contact person for all Camps and the Department for
scheduling its use. The Department Signals Officer will establish a Zoom
Meeting master schedule that includes the camp name, host, topic, date, time
and other pertinent information. Zoom meetings shall have confirmed dates and
times to assure availability, and Camps shall advise the Department Signals
Officer at their earliest convenience.
Section 5: All Camps had members trained to use Zoom in
May 2020 by Brother Henry Duquette and Brother Jim Johnson, and all Camps had
Brothers attending the Department Encampment on May 16, 2020. Therefore, there
are Brothers in all Camps with the ability to use Zoom.
Section 6:
Each Camp shall designate one of its members to coordinate the use of
Zoom Pro with the Department Signals Officer, and each Camp Commander may want
to appoint that person as their Camp Signals Officer. The Department Signals
Officer can provide assistance to each Camp designee or Camp Signals Officer.
During Zoom meetings Camp Commanders continue to conduct Camp meetings with the
Camp Signals Officer or designee supporting as the Zoom host.
Section 7: Each
Camp Zoom Host or Camp Signals Officer can control during Zoom meetings the
following:
· Mute participants
· Request participant
mute/unmute
· Stop participant’s
video
· Request participant starts
their video
· Prevent participants from
screen sharing
· Rename participant(s)
· Put a participant on hold
(if enabled)
· Control enter or exit chime
· Lock the meeting
· Offer assistance when needed
· Usual visual aides specific
to the Camp, which are the responsibility of the Camp Host or Camp Signals
Officer
